When is Governance needed?
The Governance process was designed to manage the application of technology to business needs. It is not designed to manage the ongoing investment in the Shared Services infrastructure (e.g. virtual server deployment for multiple-agency use).
Governance applies to business-sponsored projects under the following guidelines:
- New business functionality is being added
- Moving to a new or updated platform, such as
- Presentation layer
- Database
- Technical architecture
- Programming language
- Replacing an old system (lifecycle)
- Outsourcing or in-sourcing a system, either partially or completely
- The work has enterprise implications
If you are not sure if Governance applies to your project, submit a charter.
